En este libro, un reconocido grupo de estudiosos del municipio mexicano analiza el proceso de reforma constitucional llevada a cabo en materia municipal. El punto de partida fueron los estados de la República, así como las adecuaciones que realizaron entre el año 2000 y el 2001 a sus respectivas constituciones y leyes.

Matilde Luna y Cristina Puga dan a conocer en este libro que las asociaciones no sólo se pueden ver desde una sola perspectiva y que junto con otros grupos, como organizaciones de la sociedad civil y movimientos sociales, desempeñan un papel relevante en procesos tales como la elaboración e implementación de políticas sociales, la vigilancia electoral, los esfuerzos de regulación, la creación de estándares o la fiscalización de los recursos públicos, así como en el desarrollo y solución de los procesos conflictivos, en la reconstitución del orden social y en la promoción de la vida ciudadana.
Se relaciona aquí ampliamente el concepto de asociación como una herramienta de la democracia, que conforme a la demanda actual de la globalización requiere nuevas estructuras y lo primordial: la evaluación de su desempeño para su óptimo funcionamiento como tal.
Este libro estudia dos aspectos de las asociaciones, el primero consiste en verlas como un agente social y político de cambio, y el segundo en observar que se refieren al carácter práctico de desempeño y su evaluación; un tema polémico y difícil de tratar pero no imposible, como bien lo demuestran los colaboradores de esta obra.
La primera parte de este libro se ocupa de tres conceptos principales: asociación, desempeño y evaluación, y está conformado por aportaciones de Ricardo Tirado, Juan Martín Sánchez, Luis Montaño y Gonzalo Varela.
El primer capítulo ""De la asociación: características y problemas"" de Ricardo Tirado versa sobre el concepto, características y problemáticas existentes con las asociaciones por él llamadas ""voluntarias"", en donde los arreglos sociales hacen que las personas actúen colectivamente, además nos describe lo que hacen las asociaciones: la cooperación para la acción colectiva; la asociación y otros arreglos para la acción colectiva, en donde presenta un cuadro muy interesante por tipo de participación, y nos ofrece tres perspectivas teóricas para el análisis de la asociación: la perspectiva racionalista, una coordinación consensuada; la perspectiva naturalista, el conflicto y la cohesión, y la perspectiva ecológica: el entorno y la autonomía, y finalmente los diferentes tipos de asociaciones.
Por su parte, Juan Martín Sánchez en su apartado ""Un paseo con las asociaciones civiles por el bosque de la representación política"", analiza los conceptos asociación y representación, en donde deja ver la relación existente entre ambos desde una perspectiva social y política.
""Desempeño asociativo. El dilema de los modelos organizacionales"" de Luis Montaño Hirose discurre sobre una problemática fundamental en las asociaciones, el desempeño, abordando el aspecto organizacional y su evaluación así como un muy interesante punto de vista ético, pues menciona que la ética de los participantes comienza a adquirir forma en el discurso, pero se concreta en prácticas particulares que pueden en ocasiones desviarse hacia el nivel de los comportamientos individuales y grupales.
Por su parte Gonzalo Varela Petito en ""Sentido y uso de la evaluación"" hace un aporte representativo sobre la importancia de la evaluación con fundamento teórico, función e implicaciones, y nos plantea los cinco problemas de la evaluación: las dimensiones de desempeño, el problema de las metas, el problema de la diversidad de los actores interesados, el problema de la información y la cuestión de la ""efectividad"".
La segunda parte de este libro reflexiona sobre los distintos factores que afectan potencialmente el desempeño asociativo.
Matilde Luna y José Luis Velasco, en ""Mecanismos de toma de decisiones y desempeño en sistemas asociativos complejos"", exploran la relación entre los mecanismos colectivos de decisión y el desempeño asociativo, y proponen un conjunto de categorías y parámetros para evaluar desde esta perspectiva las asociaciones más complejas."
